The ranking was determined by Netsmart\u2019s program evaluation model (PEM), a case-mix and severity-adjusted tool that generates a composite performance score and percentile ranking from data covering more than 80 percent of inpatient rehabilitation facilities across the nation. The original PEM Report Card, developed by Uniform Data System for Medical Rehabilitation (UDSMR), was created in response to a 2006 recommendation to Congress by the Institute of Medicine that every Medicare provider be reimbursed on a pay-for-performance basis.
